Abstract
The study has been written with the object of elucidating the conceptual ambiguities and methodological problems which beset researchers in the field of Soviet defence expenditure. The conceptual ambiguities in comparison of US/USSR military expenditure and Soviet military burden are treated as a particular case of the general problems of international economic comparison. Data deficiencies, however, render the actual measurement of Soviet military expenditure a much more problematic exercise. The study, therefore, contrasts two radically different approaches - that developed by the CIA, and the unconventional approach developed by William T. Lee - as an illustration of alternative methods designed to cope with these data problems.
