Abstract
In this paper a concept for the development of a SIMGAME at DMOR is presented. The SIMGAME represents an environment in a host computer in which simulations can be run using models at various levels of detail, and which can be used to produce a war game played by as few as two players representing a Red and Blue team. The war game and simulation are complementary in the sense that they both use the same models and data base, and that the ideas of deployment and tactics used in the war game can be simulated to produce data indicating statistical significance of various ideas developed in the war game.
